Police: Indianapolis couple stole several TVs from Target with three children

BARTHOLOMEW COUNTY, Ind. (October 5, 2015) – Two Indianapolis residents were arrested on several charges after stealing merchandise from various stores across multiple counties with three children in their car.

On October 2 around 7:58 pm, Bartholomew County Sheriff’s Deputy Andrew Dougan conducted a traffic stop on a blue Chevrolet Trailblazer for suspicion of impaired driving. The driver, identified as Joshua Waisner, 33, of Indianapolis, was released from the scene.

A few minutes later, the Indianapolis Metropolitan Police Department advised Sheriff’s Sgt. Jim Stevens and Deputy Dougan that the vehicle Deputy Dougan had just stopped was currently under surveillance by IMPD detectives.

IMPD detectives advised that this vehicle and the occupants were suspects in thefts of merchandise from various stores throughout multiple counties.

According to IMPD, detectives witnessed the Trailblazer enter the Target parking lot. A short time later, Waisner and a juvenile girl came out of the store with multiple televisions. Another female, identified as Ginnie Likens, 35, of Indianapolis, picked up Waisner and the girl as soon as they exited the store.

Columbus Police Officer LaShawn Tyler spotted the Trailblazer a short time later and initiated a traffic stop. He called Deputy Dougan and Sgt. Stevens to the scene for assistance.

Based on the information provided by IMPD, Deputy Dougan and Sgt. Stevens advised Likens that she was under arrest.

As she was being placed into the back of the patrol vehicle, Likens kicked Deputy Dougan’s right leg and Sgt. Stevens’s left elbow.

She was transported to Bartholomew County Jail and arrested for resisting law enforcement and battery on a law enforcement officer.  CPD Officer Tyler also remanded Likens for theft and neglect of a dependent.

CPD also arrested Waisner and charged him with theft and neglect of dependent.

At the time of the incident, there were three children in their vehicle.  All three children were placed in the custody of DCS.
