INDIANAPOLIS, Ind. – Top BMV officials presented a plan to overhaul the agency after Hoosier motorists paid more than $60 million in overcharges. Commission Kent Abernathy went before a legislative panel to go over a strategy to bring about what he calls transformational change.
“But we do face a number of challenges,” said Abernathy during the meeting. “Compounded over several decades, yes I said decades and multiple administrations.”
He promised an accountable and transparent BMV. One way the agency plans to get there is by creating an internal audit department. Other changes include a project management office and a focus on improving systems like technology.
Abernathy also made a point to introduce his new leadership team during the presentation.
Those top officials discussed findings that identified 16 areas where people were over or undercharged. They said the BMV is taking steps to issue credits or refunds in many of those cases and believe the process should be wrapped up by the end of the year.
Governor Mike Pence called for an independent audit released that was released this past spring. State Rep. Dan Forestal said he would like to see outside audits continue as the BMV works to make changes.
“The new administration at the BMV seems to be genuinely concerned about the overcharging issue but until we get the fee structure totally under control, which I’m hoping will happen next session, it’s going to be hard to have a whole lot of confidence in the process,” said Rep. Forestal.
BMV officials also asked the legislature to simplify a complicated fee structure that could cause confusion for employees.
The changes highlighted in the plan will be implemented in three phases through the year 2017.
