Richmond man charged with child molestation crossing county, state lines

WAYNE COUNTY, Ind. (August 12, 2015) - A Richmond man is charged with multiple counts of child molestation for a year-long investigation that spans county and state lines.

30-year-old Justin Mitchell was arrested and charged with two counts of child molestation in Randolph County, as well as three counts of child molestation in Wayne County.

Court records show police began an investigation into Mitchell in 2014.

Mitchell would stay at a friend’s home in Randolph County on occasion. A 12-year-old reported that Mitchell tried to crawl into bed with him and touched him inappropriately. Two children also reported Mitchell touched them. One of those victims was under the age of six.

The victims referred to Mitchell as "Goggles."

He admitted to investigators that he touched all three victims on multiple occasions.

Additionally, Mitchell is accused of the same crimes in Wayne County in an investigation led by the Richmond Police Department.

Ron Pennington with the Richmond Police Department responded to a call at Reid Hospital on July 14, 2015 after a woman reported her children were molested.

The woman told police Mitchell would stay with them from time to time and the molestation happened inside her home. The woman's eight-year-old daughter, 12-year-old son, and 10-year-old son told investigators Mitchell inappropriately touched them.

Mitchell admitted to the crimes.

"He ended up giving an admission to several different incidents that had taken place," said Pennington.

Mitchell was charged with three counts of child molestation in Wayne County.

“Anytime a child is involved in a situation, it is emotionally stressful, traumatic," Pennington said.

Court records state investigators asked Mitchell if more victims would come forward. Mitchell responded with "yes." When asked how many victims, Mitchell responded "a few."

Pennington said the Richmond Police Department is also working with law enforcement in Texas to identify an eighth victim. Pennington said that victim was previously a resident of Wayne County, but recently moved to Texas. Those charges will likely be added to Mitchell's five other child molestation charges.
