INDIANAPOLIS, Ind. — A 34-year-old woman is dead after a fatal hit-and-run on the east side of Indianapolis Sunday morning.

Responding officers located an unresponsive woman, later identified as Cherry Velasquez, lying on the ground. EMS personnel responded and pronounced the victim dead at the scene.
